Can you check the view list page? Can you verify on admin/structure/views if "Knowledge Base View"'s source is "in code" or "Database overriding code", if it's "database overriding code", please revert the view so Drupal will load the view from code instead.

Okay, that did the trick. However, I don't see where/how one is supposed to use the draggable views?
That said, we had some other design requirements on what to do with the KB (e.g. removing the non-informative tags) so let's no mess with it further until we review those with Joe. See EPE-13.
