EPE-33 RB Pop-up gold bar #144

Resource Browser pop-up window shows the gold menu bar across the top of it (theming issue) [6/24: The orange nav bar remains on top of the resource popup in the DIB.]

From Allan on 5/19/16 header had 9999 z-index so it literally stay on top of all content. I am not sure what was the reason behind such a high number. so I reduce it to 999 which is still high but at least it now goes behind the popup modal https://github.com/ooiepe/epe_theme/pull/23
