autoreconf needs --install (-i) #1

Per DTA #160 the change (EDIT: that already appears) in some trees to make buildpbaroot do "autoreconf -i" really is needed. I wasn't sure of the need until today so this change got reverted in my tree.

Should be fixed in ed1b835 but this needs to be built and tested.
