Basic paragraphs wireframed #1

This section of code could get merged back into master, as Bootstrap has been fully integrated, a JS pipeline has been established, and typical paragraph components have been wired. We could use this again and again as a baseline for paragraph-based designs.

@johncionci Please give this a review, as I think it can be the baseline Grey Matter project, with BS4 integrated and ready to go.

K, that config file has been rolled back. This version of the branch can get rolled into the base Master.

@syzygy333 has taken the repo down and tested it. The repo stands alone and starts up with a bundle install [or] update and a jekyll serve. Going to fold this into the base theme and tag the release.
