Create aggregate_observations endpoints #36

This is like the aggregation endpoint in the API, but working on observations instead.

This is implemented inside of https://github.com/ooni/data/pull/45, but for experiment results instead of observations.

We maybe don't care to have aggregates for individual observations.

I will nonetheless leave this open, but bump down the priority.
