This task is about taking the codebase that currently exists inside of https://github.com/ooni/data/pull/45 and porting it over to ooni/backend fastapi based deployment which lives inside of: https://github.com/ooni/backend/tree/master/api/fastapi so we can start working towards deploying it into production.
