Create a control node for running ansible #67

This will allow us to run ansible playbooks in a predictable environment instead of having to rely on doing everything from our laptops.

I have deployed a node for this accessible at ansible-controller.prod.ooni.io. Configuration still needs to be finalized, but for the moment the terraform part is setup.
