explorer: failure flag should be set to true when untoggling the failure filter #736

Currently if you have a search page like the following: https://explorer.ooni.org/search?since=2022-02-01&until=2022-03-30&probe_cc=IR&test_name=web_connectivity&domain=edge-chat.instagram.com&probe_asn=AS44244&failure=false and then you untick the "Hide failed measurements" option, the URL bar will not include failure=true.

This means that if I copy paste the URL into another browser window (or I share it online), it will not reflect the view I have in front of me.
