This is related to the issue that was reported on Slack where search with &failure=true fails due to localization id not being defined inside messages, even though it is present in the translation file: https://explorer.ooni.org/search?since=2022-07-06&until=2022-08-06&failure=true&probe_cc=IR&test_name=tor
