Update Explorer navigation bar #938

We want to revise the Explorer navigation bar. The new nav will be:

Findings
Censorship
- Social media
- News Media
- Circumvention Tools
- Domains
- Networks
Countries
Charts
Search
Language selector
Logout (if logged in)

The sub-menu after Censorship will follow the same style as the current About page: https://ooni.org/about/

We will consider this issue done once:

[ ] New navigation has been implemented in production
[ ] Event tracking has been implemented so we will be able to track which pages are popular
