http: measure infra-request timing #228

The netx redesign PoC https://github.com/ooni/probe-engine/pull/421 has solved this problem.

This has been done in urlgetter for Sprint 12. We can close this issue once we are using the urlgetter methodology for performing all our measurements.

We can close this issue in Sprint 21 after checking we can say we have infra-request timing also for /experiment/tor, which is using the legacy implementation of netx (package /legacy/netx). I think this is done, because legacy netx is just like the new netx, except that its implementation is significantly more complex, but double checking is better.
