Chrome OS support #1131

It was brought up that it would be nice to have an official OONI Probe build for Chrome OS.

I can use the Linux app on Chrome OS, but a packaged web app will be nicer.

We should look into how this can be achieved and what are the limitations.

Probably any arm based chrome OS is out of the question until we have all of the C++ dependencies removed (see: https://github.com/ooni/probe/issues/807)

Dependencies have been removed. AFAIK, Chrome OS supports Android apps. Do we really need to do more work here? Could we ask who brought up the original issue whether they could perhaps confirm they could use the Android app?
