During the OONI Partner Training, some participants mentioned that hundreds of websites are blocked in their country, but it's hard to test them one by one using the OONI Probe "Choose websites" feature. We currently have OONI Run for that use case, but they find it confusing. They therefore proposed that we provide a way to OONI Probe app users to upload their own custom test list for testing.

How exactly would they be "uploading" their own custom test lists? If they are anyways doing the compilation of these lists on a computer, why not just generate an OONI Run link and share it with their mobile device?
