OONI Probe Mobile includes RiseupVPN option in Settings #2204

Describe the bug

OONI Probe Mobile includes RiseupVPN in 'Test options' for 'Circumvention' tests while the RiseupVPN test is temporarily disabled.

To Reproduce

'Settings' > 'Test option' > 'Circumvention' > 'Test RiseupVPN'

Expected behavior

There should be left only two options in the menu ('Test Tor', 'Test Psiphon')

Additional context

There is a chance that we might need to return this option to the menu.

RiseupVPN was disabled as described in https://github.com/ooni/probe/issues/2001 . We can't simply just remove the settings on the Apps. We would have to also edit the Test Overview Paragraph .

@agrabeli , @hellais , @bassosimone , how do you suggest we proceed with this.
