Create Localisation guideline for OONI Explorer #2229

We have guidelines for translating OONI Probe (written several years ago), which are shared with translators: https://github.com/ooni/translations/blob/master/Guidelines.md (this may need to be reviewed/updated)

It would be nice if we also had guidelines for translating OONI Explorer (https://explore.transifex.com/otf/ooni-explorer/), which we can share with translators.

In general, the current OONI Probe translation guidelines are linked from the Localization Lab Wiki (for OONI Probe): https://wiki.localizationlab.org/index.php/OONI_Probe (managed by Muna & Localization Lab team)

Perhaps we can link to the (new) OONI Explorer guidelines there too.
