signal: api.directory.signal.org measurement failure #2477

The signal experiment is failing because api.directory.signal.org has been retired. We merged a fix in https://github.com/ooni/probe-cli/pull/1135 and https://github.com/ooni/probe-cli/commit/837a522d523254aad60f721593fb6747a6683e99. We are working on releasing ooni/probe-cli@3.17.2 to fix the issue.
