cli: release 3.18.1 (July 2023) #2503

We want to ship a 3.18.1 release in July containing the following improvements:

[x] experimental OONI Run v2 API https://github.com/ooni/probe-cli/commit/4eff308380ae4fe410ae2770620941af7db7d906
[x] webconnectivity LTE: better throttling support https://github.com/ooni/probe-cli/commit/e1a63d173a4e15812f5941d173568d14fa0d5bc1 and https://github.com/ooni/probe-cli/commit/5c1b7d24b15fc36dce7f482eb35c7102f13ed9d2

This release should also contain these maintenance changes:

[x] measurexlite should not depend on tracex https://github.com/ooni/probe-cli/commit/527d115cc3640473c3cab3ac7bc177f3b91308eb
[x] update to go1.20.6 https://github.com/ooni/probe-cli/commit/394a2732133f42ae81d47b4f742f2f002cc5153e
[x] update to July geoip databases https://github.com/ooni/probe-cli/commit/ae93c56d39c95275c84915c16c753aedad31db2e
[x] update other deps https://github.com/ooni/probe-cli/commit/2d912954802ba891e8337237a8ccc889aa311cc7

There are two reasons to prepare this release: updates and supporting further OONI Run v2 and throttling work.
