mobile: discuss: invoke check-in once for every run #2605

This issue operationalizes https://github.com/ooni/probe/issues/2554 for mobile. We need to invoke check-in for every experiment run to ensure we always have fresh richer-input feature flags telling us whether experimental experiments are enabled. We will discuss with @aanorbel how we can make this possible for android and ios.

We're moving towards individual APIs for each experiment with richer input needs. So this issue is significantly less a concern than it was before as long as we don't want to deliver richer input to experimental experiments. In any case, there won't be a need to invoke check-in before running, say, telegram. So this issue is. WONTFIX.
