enginelocate: migrate to use httpclientx #2720

This issue is about replacing httpx with httpclientx for the enginelocate package.

See also https://github.com/ooni/probe-cli/pull/1560 and https://github.com/ooni/probe/issues/2700. We're doing all of this work of simplification to remove complexity and document probeservices interactions inside the probe.
