I'm sorry if this may not be exactly on topic, but I didn't know a better place to ask this.
Is there a tool to help figure out whether an IP:Port:Protocol is blocked by the ISP or the destination server?
I imagine such a tool would depend on trace-route and potentially comparing the delay in getting an RST vs the outbound path.
It's ok if this tool is not 100% accurate, but it'd be great if it self-reports its degree of certainty.
