Get GPS coordinates from the user #836

This is about adding support for doing a privacy aware geolocation lookup that allows us to gather more precise location information about measurements.

The first item that needs to be done is finishing the ticket in ooni/spec on this coming and coming up with a reasonable strategy for doing it: https://github.com/ooni/spec/issues/108.

I guess is an alternative to get country of the user cc @hellais
