mgmt: use v0.8.0 #21

north-gnmi is added in goldstone-mgmt v0.7.0. Currently, we're using v0.6.0

Upgrading from v0.6.0 is needed to merge https://github.com/oopt-goldstone/goldstone-buildimage/pull/14
