XML serialization makes "," instead of "." on a french PC #13

What steps will reproduce the problem?
1. Compile the package on a French PC
2. Execute it with float longitude 2.4 and latitude 45.87 for exemple
3. The kml has bad values (cf kml file)

We expected points at the right place

Points are lost in the sea!

Version synchronized now on a windows 7 french PC

Its the same as #2... I used the same modification...
