Add banner text above posts and talks #175

Configure the message in sculpin_site.yml
Use it to promote DrupalCamp London workshop.

Criteria

[ ] Only messages within the specified time are displayed
[ ] Only messages that have a matching path are displayed
[ ] Only the first matching message is displayed per page
[ ] Only enabled messages are displayed

This has been added using the simplest implementation. I may re-use this logic though at a later date.
