adds initial file-based catalog as a starting point for migration #5

This PR stores the File-based catalog equivalent to the published sqlite-based catalog in the repository. This may not be the final destination for it, but for the moment, this will be a good start.

This also adds a few Makefile targets for working with opm and managing the FBC in a relatively standard way.
