Stochastic representation of connectivity #132

An improvement suggested in the recent March report is to represent connectivity stochastically rather than the deterministic "mean of years" approach that is currently adopted.

This would involve a data cube in the same format as with DHW.

Flagging that this will probably also require changes in the site selection function, so that the final site ranks are an average of those calculated for each realisation of the connectivity data in the sample.
