add pressure, temperature terminal velocity #1287

from discussion with @claresinger, as a first step to add flexible planetary parameters tutorial, add pressure, temperature dependent terminal velocities for Earth conditions. start from Beard (1976) or Beard (1977). this may be linked to existing issue #348?
