Tool tip needs some CSS ?

Not super technical but I believe that the "[?]" needs a css class so that we can create a tooltip that works on click w/o javascript.

If we could get it named "structural-member" that may work good enough for now.

@vmacdougal Let me know if that sounds right and it's something you can do.

Pull request is up here https://github.com/open-austin/permit-server/pull/40, but it still needs some css work. The tooltip is really skinny.
