Change language if permit not available #39

We need to change the language on that page to reflect the fact that they do not qualify for an express application and the permit they need is currently not supported with our app. Then we should direct them to a page that may have what they need.

I'll work on some of the information architecture for alpha and document it in the wiki.

The page you get is the 404 page. Do you want the 404 page to have different language, or do you want them to be directed somewhere other than the 404 page if their work does not qualify for an express permit?
