Austin 311 connection #13

We need to connect Pet Alert to the Austin 311 Found Dog service as a second data source for the app. This probably won't even be possible in a meaningful way until we work more with Austin 311, but it's an important feature to keep in mind.

In addition to the submission link above, we can retrieve a list of found dogs

I just submitted a "found dog" SR with an uploaded photo.

I can query it through the API, but it doesn't provide a media_url field (although that's defined by the spec).

Details from 311:

We will still have the test systems up and available for review for both the app and Open 311 API as well.

The Open 311 API website is up and available from the 311 web home page, and links to both the test API key and now the Production API key request forms are active and the portal should be working for data "get" efforts as well.

Test accounts can access test data, and send test requests via the Open311 API portal. (Keys should auto-approve for test accounts)

Production account requests for API keys will be reviewed by our Administrators, and we expect first reviews of applications will be in early to mid-August.
