Pull Request #21 resolves the precincts part of the 4th bullet. I'm still working on the council districts part, getting a weird 404 on them when i do the same method of work.

Good work. I think we want to provide a consistent experience, so we should probably wait to accept both pull requests at the same time.

If you leave the #21 open, i'll just append the other work to it so that it only have to be reviewed once and has least chance for merge conflicts.
