add time= support #4

Create queryParams[] with lookup table of query parameters in the URL. In phoneHome(), pass queryParams["time"] to backend, for test/debug. Tested with May 2014 database: file:///home/chip/Workspace/voteatx-app/public/index.html?time=2014-05-19+10:00
