not sure how useful this will be until we get some users. also, there's no way to easily view past events in this system yet. chances are people will be tagging things after the event is past.

creating a unique URL based on even name, date and district. however, this is super long and doesn't lend itself well to a tag.

example: http://capsure.opencityapps.org/district/14/event/06-06-2013-7-00-pm-14th-1411-and-1412-beat-meeting

if we got a unique event ID out of the api, this will be easier
