show districts with no upcoming events? #4

Some districts don't have any upcoming events. Do we show them on the home page?

Also, how should we allow people to view past events?

for now, not showing them on the listing page. if you enter and address that has is in a district with no events, you'll see a district page with no events.

now showing past events, so showing districts with no upcoming events makes less sense now.
