update data feed for new MWRD ESRI map

The history page looks to still be working, but the live feed is changed. @evz started a working branch here https://github.com/open-city/chicago-river-sewage/tree/esri_layer

This new map has the individual outfall locations! This means we can close a few issues we have for mapping these ourselves.

Tasks to do:

[x] upgrade leaflet to 1.0 for https://github.com/Esri/esri-leaflet
[x] maintain existing map functionality for history page
[x] update map to pull from ESRI layer using esri-leaflet
[x] render outfall locations on map
[x] link riverways list to WATERWAY_REACH
[ ] display effected riverways on map
[ ] show affected riverways and oufalls on table
[ ] replace leaflet label with static hover (leaflet label does not support leaflet 1.0)
