Add Certificate Policy Controller #174

Certificate-Policy-controller component which is available downstream in Stolostron repo is missing upstream. The issue is to address all the work required to bring CertPolicy upstream.

@qiujian16 @mikeshng - One of the first things required is a Repo so I can start creating PRs.

Repo Name required : cert-policy-controller

would you provide more details? is this a separated addon controller on hub or an addon agent or part of existing policy addon?

it is an additional addon agent it will be part of the existing policy-addon-controller https://github.com/open-cluster-management-io/governance-policy-addon-controller
