Fix: multiple warnings and errors with new Gradle version #78

With upgrade to Gradle 7.1.1 the publishing tasks were having problems with evaluation order.

This simplifies the DeployedPlugin and moves the Nexus publishing to a new plugin that is only applied at the top-level project only.
