Decision Rule Class for Bock paper #126

I think I might have missed the beginning of the explanation for the Decision Rule class. Can someone explain to me what the decision rule class was for Bock et al? It was defined as I{t(D)ϵCritical Region}. What is t(D)? the tuning of a single neuron?
