Review CDMX Api Specification #1

There are some suggested API patterns at https://github.com/GobiernoFacil/the-gummy-bears/pull/34 which we should take into account.

If we do an iteration on the specification, we will likely want to have a look at all implemented OCDS APIs, to see if there are any features to promote. Closing in favor of that.
