Display warning when someone is not viewing the current version of the standard #10

The standard currently displays a comment when viewing Master, but it should also display comments when viewing older versions.

For older versions of the standard, something along the lines of:

"A new version of the standard has been released. The latest version in {ver}. You are viewing version {ver}. This version is maintained here for reference."

For master:

"You are viewing a draft version of the standard. The current official current version is {ver}. On these pages you can see unconfirmed changes to the standard."

Feature appears to be present - just some minor language tweaks needed.
