Add integration with Data Review Tool #84

This might be as simple as a link next to the result to submit the result to the DRT, using the URL pattern: https://standard.open-contracting.org/review/?source_url= (from 2020-02 retreat)

I'm not sure where this use case comes from. If it is a valid use case, it can still be completed by the user accessing the DRT and uploading the file; the only downside is the extra network time.
