Add tender.communication.atypicalToolURL (URL) for 'Electronic communication requires the use of tools…' #13

tender.communicationDetails would be an object like Organization.details, to which other communication-related fields can be added later.

Related to: I.3 Electronic communication requires the use of tools and devices that are not generally available. Unrestricted and full direct access to these tools and devices is possible, free of charge, at (URL) /CONTRACTING_BODY/URL_TOOL

Changed to tender.communication.atypicalToolURL to match eForms BG-100.
