Consider a machine-readable mapping #24

@myroslav mentioned having some appropriate tooling.

The HTML tables are based on these CSVs, which provide some structure, but the OCDS guidance is still unstructured text (though it follows a consistent style).

This is not presently in scope. We can consider this if we receive more demand. It is non-trival, as some mappings are complex.
