Ensure all TED to OCDS mappings are reversible #3

Reported by @myroslav at Warsaw workshop (2018-09-05).

ProZorro (and others) organize data in a model based on OCDS, and need a way to transform their data to TED XML, in order to meet obligations to the EU.

To resolve this issue, the issues tagged as 'attention' must be resolved (e.g. where the current guidance leads to a loss of structure).

Reversibility hasn't come up as a major concern, and there are only two edge cases where it's an issue.
