Add mappings for framework fields (IV.1.3) #31

The fields which identify whether a contract award relates to the set up of a framework agreement (F03: IV.1.3) aren't currently mapped in the profile.

From conversations with users trying to work with OCDS data in the UK from TED (via Digiwhist) these fields are really important to help distinguish between potential purchases (when a supplier joins a framework) and actual purchases (when a non-framework contract is awarded).

The missing mappings will be added as time allows. This particular mapping wasn't covered in any earlier work to build from. Closing in favor of https://github.com/open-contracting/standard/issues/784 as we don't need two issues to track one issue.
