VI.1 Information about recurrence #39

For GPA, I had created this extension: https://github.com/open-contracting-extensions/ocds_recurrence_extension

It optimistically has an array of dates. I think a hasRecurrence property should be added, as EU forms have yes/no radio buttons with an optional description of estimated timings.
