Create eu extension for eu specific stuff to supercharge more general extension #40

Starting with the procurementMethodName codelist in the procedure extension.

For the other extensions, we'll see.

The EU extension can have a +partyRole.csv file, to add the roles mentioned in these issues: https://github.com/open-contracting-extensions/european-union/issues?q=is%3Aissue+is%3Aopen+label%3Acodelist
