Extend the Extended Procurement Category open codelist for T01

Through an OCDS extension, the Extended Procurement Category must be extended to support the procurement categories listed in TED form T01 and related to public services :

⃞ T-01 Rail transport services ⃞ T-02 Inland waterway and maritime transport services ⃞ T-03 Metro transport services ⃞ T-04 Tram transport services ⃞ T-05 Bus transport services (urban/regional) ⃞ T-06 Coach transport services (long-distance) ⃞ T-07 Trolleybus transport services ⃞ T-08 Light rail transport services ⃞ T-99 Other transport services

The code would be "1", "2", etc. (as expressed in the TED data) and the descriptions "Rail transport services", "Inland waterway and maritime transport services", etc.

I'm not sure if this is a job for additionalProcurementCategories or for tender.additionalClassifications (with a TED specific scheme, like the 'TED_CA_TYPE', etc. schemes used elsewhere for organization classifications).

@duncandewhurst Do you have an opinion?

The only other similar field is a project's sector from OC4IDS, which has a breakdown of the transport sector. The EU breakdown is even more detailed, which to me makes it veer more towards CPV and similar classifications, rather than some higher-level category.

Why not tender.additionalClassifications? I think it works OK.

I agree, tender.additionalClassifications seems a better fit in terms of granularity.
