Add chart: Buyers with highest proportion of flagged contracting processes #72

Chart details:

[ ] Type: Horizontal bar chart
[ ] Title: Buyers with highest proportion of flagged contracting processes
[ ] Description: Compare the different prevalence of red flags among buyers.
[ ] X-axis → Proportion of flagged contracting processes
[ ] Y-axis → Buyer name

Additional details:

Only the top 10 bars to be displayed. ‘See all’ button to view in a table.
Add tooltip with number of contracting processes.
Exclude buyers with very few contracting processes. Check in the data what is the reasonable threshold. Eg. > 100 procedures
