R038: Consider configuration for minimum number of bids #54

A tenderer that participates 1-4 times (especially 1 time) might easily be an outlier for disqualified bids.

In DR, 80% of the flagged tenderers were disqualified 100% of the time. I haven't checked, but I assume most submitted once. Another 10% have a very even 0.66... so they probably submitted 3 times.

I've set the minimum number of bids to 2, because every bidder who only bid once and got disqualified gets flagged otherwise, and that's like 7% of all bidders in the dataset, and 71% of the flagged bidders if the minimum is 1.
